Turner honored by Clinton officials

The Clinton City Council met Dec. 3 at City Hall in Clinton, with Mayor Phyllis Campbell reading Resolution 2018-1, recognizing and honoring the late John Robert “Little John” Turner for his life of service to the community.
Turner was a member of Hickman County Fire and Rescue for 30 years, Fire Chief for Clinton Fire Department for seven years, and worked for 15 years as an employee and manager of Utilities, Inc. Turner passed away on Nov. 3.

Present at the meeting were City Attorney Mary Potter, Mayor Campbell, Chief Ben Natividad, City Clerk Shannon Payne, council members John Kelly, Betty Morrow, Howard Dillard, Tommy Kimbro, Fred Cox, and Chad Frizzell.

The council voted unanimously to approve Resolution 2018-1.

In the treasurer’s report, Council member Tommy Kimbro asked for an explanation of three checks totaling $175 for Community Healthcare.

City Clerk Shannon Payne explained that expense was to cover random drug screens for city employees.

While reviewing the wastewater report, Kimbro asked why there was a $600 payment to Billy Nelms for a contract for October 2018 and an additional labor charge of $180.90 for five hours at $36.18 per hour. Kimbro said, “$780.90 is a lot for one month for very little time.”

Mayor Campbell said that she would get an explanation for those invoices so the council can address the amounts at the next meeting.

The council passed a resolution to adopt the Jackson Purchase Natural Hazard Mitigation Plan that was created by the Purchase Area Development District, the members of the Jackson Purchase Region Natural Hazard Mitigation Committees, and representatives of the community.

The Jackson Purchase Natural Hazard Mitigation Plan recommends hazard mitigation actions that will protect the people and property affected by the natural hazards that face the Purchase Area Development District.

Campbell presented the council with two plans to repair the trip hazards of city sidewalks. The cost of the project will be paid for by a 50% matching grant through the Kentucky League of Cities. The repairs will be made by Precision Concrete.

The council passed a motion to approve Plan A for sidewalk repairs which includes sidewalks on East Clay Street, Depot Street, James H. Phillips Drive, Morris Street, North Washington Street, and North Jefferson Street.

With no further business to discuss, the meeting was adjourned and the next meeting scheduled for Jan. 7 at 5 p.m.
