During regular session of the Fulton County Board of Education, July 18, Superintendent Aaron Collins reported, “The SRO (Special Resource Officer) MOU (memorandum of understanding) lawyers are meeting and should have a draft by Friday. As soon as we receive it, we should be able to move and push on with it. I appreciate the patience of the Board and the City of Hickman working together, and appreciate the lawyers working on it.”
Perry Turner, Rob Garrigan, Kimberly Hagler, Barry Patrick, board members, were present.

“I want to make sure you have the opportunity to look online at the Coaches Handbook. We have placed it online for you to review. I do want to bring it before the Board next month, but wanted to get it to you to get your input. It really sets guidelines and expectations for our coaches, including scheduling, as well as, some forms to better process coaches when we do their end of the year evaluations. I wanted to give you time to review and be able to look at it, and if you have any questions, please call me. Then we can make those modifications and bring it before the board for next month,” continued Collins.

Collins reported the majority of the administrators are at Professional Development at the Kentucky Association School of Administrators Conference this week.

“We really appreciate the work they are doing and learning there,” stated Collins.

“We had a really good school assessment and accountability council, the Governor’s Council. I had the opportunity to serve on it and had a really good meeting, pushing for middle school to attain some type of learning, in terms of career and technology, which we are doing. Kentucky Department of Education is already reaching out for some of the programs we are doing for our middle school and we are able to share with the state,” Collins reported.

Collins continued, “We are in the middle of a $2 million renovation. Just like with any project, every now and then we have our ups and downs, but it is moving and going, and time lines are staying on schedule.”

Personnel action approved during the meeting included the resignation of Jason Sipes Fulton County High School Boys Basketball assistant coach; transfers of James Bridges to ISS (In School Suspension), and Ashley Archie as Instructional Coordinator at Fulton County High School in the library; and the hiring of Cynthia Brown as second grade teacher, Lauren Black at fifth/sixth grade teacher, Michelle McCutchen as full-time food service work, Tracy Ellegood at Fulton County Middle School Assistant Volleyball coach, and Loretta Dais as Fresh Fruits and Vegetables worker and Food Service substitute.

In other actions the Board approved a Data Security and Breach Notification for Scott Lawrence; 2019-2020 Employee handbook; Fiscal Year 2020 District Funding Assurances; Second reading of Policy Update; 2019-2020 Athletic Handbook; Facilities request for Youth Football; and 2019-2020 Extra Service Supplements.

Fulton County School Board Financial Officer Jennifer Davis reported, “Total Revenues Year-To-Date are $4,750,608.44, against a budget of $4,644,540, exceeding the budget by $106,000 in revenue so far. But we are not done, as you know. We have collected $102.28% of the budget. You can’t get any better than that, I don’t think. Last year’s Year-To-Date receipts were $4,172,000 against a budget of $3,900,000. We collected $2,430,000 more than the budget this time last year.”

“Total Expenditures Year-To-Date are $3,899,904.60, against a budget of $4,644,000, and that has us at $850,000 as carry-over right now. Last year’s carry-over, at this time, was at $528,000, and we actually carried forward $669,000. I anticipate that going up to a little over $900,000. We have spent 84% of our budget in expenses. Last year we had spent 93% of the budget. We have cut expenses a lot over last year. This is with putting the $100,000 to the track as well,” continued Davis.

Board member Jacob Goodman was absent.
