Hickman City Commission authorizes Mayor to execute SRO agreement

Two items were listed on the agenda for the Sept. 30 Special Called Session of the Hickman City Commission, the second reading of Ordinance 19-94 - 2020 Motor Vehicle and Watercraft Tax Rate; and Resolution 19-118 – Memorandum of Understanding Agreement for SRO (School Resource Officer. Mayor Heath Carlton, Commissioners James Adams, Robert Griggs, Rob Hitesman and Judy Powell were in attendance.

Ordinance 19-94 set the 2020 Motor Vehicle and Watercraft Tax Rate at 23.4¢ per $100 of assessed value subject to taxation by the City. A special tax rate of 12.7¢ per $100 of assessed value was set, for raising sufficient revenue to pay for fire apparatus equipment.

The Commission approved the tax rates.

A Resolution was considered by the Commission, authorizing the Mayor to execute a Memorandum of Understanding (MOU) with the Fulton County School Board to create and fund a School Resource Officer for Fulton County School System.

City Attorney Leanna Wilkerson said, “For this Resolution, I specifically referred to the draft we have before us, that apparently has been seen and approved by the School Board, as Version 9-23, just for reference, because there were so many versions.”

During discussion of the MOU, City Manager David Gallagher asked, “You don’t think there will be any misunderstanding of this final one we are going to sign today, and the one that was previously signed. This is a correction on the original version.”

Wilkerson replied, “This is our final draft. It was corrected and ready to sign. I know the City is ready to go forward. We have done what we can do. I don’t know what else we can do.”

Following discussion, the Commissioners voted for the Mayor to sign the Resolution for the SRO.
