Poole promoted to Assistant Chief of Police

Allen Poole was promoted to Fulton Assistant Chief of Police during the Fulton City Commission met in regular session July 26, at 6 p.m., with Commissioners Elaine Forrester, Martha Vowell, Jeff Vaughn, Darcy Linn, and Mayor David Prater attending.

City Manager Mike Gunn asked the Commissioners to consider a Municipal Order to appoint Poole to the new position.

“He has been filling this role in that classification for some time and in the new classification we have eliminated the captain position. He has been at training for annual police certification and will teach at the Fulton High School Intro to Criminal Justice, Law Enforcement and Emergency Management,” Gunn said.

“Allen is a very hard worker, skilled, professional and dedicated to the position. I believe he is definitely capable of doing the job,” Fulton Chief of Police Terry Powell said.

The second reading of Ordinance 2021-06 fixing the Compensation of City Employees was heard and adopted.

Commissioners heard the second reading of Ordinance 2021-07 amending the Zoning Map to reflect Zoning Changes of property located at 600 Martin Luther King, Jr., Driver as recommended by the Fulton Planning and Zoning Board, and approved to be adopted.

The second reading of Ordinance 2021-08 Enacting and adopting a supplement to the Code of Ordinances of the City of Fulton, Ky., was heard and adopted.

Commissioners approved Municipal Order 2021-07, to appoint Clyde E. Stunson, Sr. to the Planning and Zoning Board, and Municipal Order 2021-08, authorization for the City Clerk to publish the 2020 Delinquent Tax List.

During discussion of the Delinquent Tax List, Commissioners questioned if they could take names of the list of those who owe and are deceased.

“You have to put the record title on the property, unless an affidavit of descent is filed as to who the new owners are, or an estate probated showing who the new owners are, it will be reflected as to what the Property Valuation Administrator assesses the property. The City doesn’t have the ability to place the title into someone else. They will have to go through Circuit Court,” City Attorney Allison Whitledge said.

City Manager’s Report by Mike Gunn included Municipal Order 2021-10 authorizing the Mayor to sign a deed for property from TCMO at 111 through 113 Washington and Municipal Order 2021-11 is to declare 111 through 113 Washington as surplus and set for demolition.

The regular scheduled meeting for Aug. 9 has been cancelled.
“I’ve been approached by individuals that want to rent the caboose to put a food station in there. There is no kitchen, there is air conditioning, water and sewer. My thought are you interested, then we will have to take bids on it since there are multiple interested,” Gunn said.

Gunn continued, “I think the time is right. I have talked to you about creating three spaces, other food vendors setting up, and the Farmer’s Market.”

“Rotary approached about me about a Regional Grant for operation of the Farmer’s Market. We will see where that will go to help with electric bills, litter pick up. Rotary also wants to paint the via duct. I don’t think they will want to spend the time to paint the whole thing, possibly the faces of it. There are lots of issues that need to be worked out,” Gunn said.

Commissioner Vowell talked about the flooding in her area and that she couldn’t get to her home because of the high water. She believed it was possibly three feet deep near Wells Ave.
